How to Build a DOT Drug and Alcohol Testing Program

  1. Identify covered employees. Determine which drivers and positions are subject to the applicable DOT testing requirements.
  2. Select a testing program administrator. Establish the required testing and recordkeeping process, internally or through a qualified service provider.
  3. Conduct required testing. Manage pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing as applicable.
  4. Maintain records. Keep required testing records and documentation for the applicable retention periods.
  5. Coordinate with Clearinghouse. Complete applicable Clearinghouse queries and reporting responsibilities.
